There is no broad dispute in the doctrine on the matter how and on what purpose did the drugs appear in the nature and in the society. Why does a certain spectrum of light and sound waves and electromagnetic radiations bring a person into a state of euphoria? The Author has united biological and chemical substances as well as the sources of other origin changing person’s consciousness into a joint hypersystem: narcogenes’ movement recorded in the past,observable in the present and (...) expected in the future. It is admissible to associate the sources of formation of the modern variety of narcogens with the origin of life by means of «the reasonable plan», «lucky coincidence», panspermia in their interaction or otherwise. The life distribution on the Earth during 3.5 billion years with the participation of narcogenes has caused such global phenomena as drug trafficking and narcomania (toxicomania). Today narcogenes are discovered in all earthly environments and the vector of theirmovement is directed by a man beyond the limits of the earthly surface. In a set of regular medicines they are placed onboard tens thousands flight vehicles, shuttles and ISS are supplied with them. In 1969 onboard «Apollo-11» narcogens were first delivered to an orbitof the Moon. The happenings of their «exterrestia» consumption on the circumterrestrial orbit have already been recorded. Onward are narcogenic mixers, nanorobots, transferring narcogenes in a human’s brain and so forth. The postglobal scope of the narcogenes’ movement may get a colossal swing as the people develop the deep space, build circumplanetary settlements (upward 10 thousand people) and planetary colonies. It is time that the scientists payattention to the prognostic side of the problem under consideration and develop preemptive measures. (shrink)

We continue the research of the relation $\hspace {1mm}\widetilde {\mid }\hspace {1mm}$ on the set $\beta \mathbb {N}$ of ultrafilters on $\mathbb {N}$, defined as an extension of the divisibility relation. It is a quasiorder, so we see it as an order on the set of $=_{\sim }$ -equivalence classes, where $\mathcal {F}=_{\sim }\mathcal {G}$ means that $\mathcal {F}$ and $\mathcal {G}$ are mutually $\hspace {1mm}\widetilde {\mid }$ -divisible. Here we introduce a new tool: a relation of congruence modulo an (...) ultrafilter. We first recall the congruence of ultrafilters modulo an integer and show that $=_{\sim }$ -equivalent ultrafilters do not necessarily have the same residue modulo $m\in \mathbb {N}$. Then we generalize this relation to congruence modulo an ultrafilter in a natural way. After that, using iterated nonstandard extensions, we introduce a stronger relation, which has nicer properties with respect to addition and multiplication of ultrafilters. Finally, we introduce a strengthening of $\hspace {1mm}\widetilde {\mid }\hspace {1mm}$ and show that it also behaves well with respect to the congruence relation. (shrink)

The paper considers F. Brentano’s judgement theory and its influence upon the develop-ment of analytical philosophy. It is asserted that this judgement theory in Brentano’s reistic ontology, using the notion of accidental extension, leads to the creation of the existence of things “by word”. Such an “art” becomes possible only when the “accidental extension” is treated as an aesthetic or ethic evaluation. Brentano owes the separation of a logical evalua-tion of “truth” to Descartes’ dualism. Judgement theory does not satisfy the (...) criterion of in-tersubjectivity. Therefore Brentano as well as his admirers must read the judgements by de-scription. It is stated that the description defence mechanism against the expression of the presented subject in language lies in the fact that it does not allow for the unique junction in the composition of the description of existence and essence (accidental extension), allowing to express the existence of only a part of the presented subject. Peter van Inwagen and Colin McGinn hold that there are strong arguments for strict incompatibilism, i.e. for the claim that the free will thesis (F) is inconsistent not just with determinism but with the negation of determinism as well. Interestingly, both authors deny that these arguments are apt to justify the claim that (F) is false. I argue that van Inwagen and McGinn are right in taking the fact that epistemic commitment to (F) is deeply rooted in common sense to (...) cast doubt on arguments to the conclusion that (F) is false. However, instead of declaring free will to be a mystery (van Inwagen) or claiming that the problem of free will amounts to a problem whose correct solution is cognitively closed to human intellect (McGinn), I propose to simply view the problem of free will as a hard problem – its hardness being due to the fact that it involves a large variety of concepts whose correct explication is philosophically moot. The purpose of the study is to consider the concept of "philosopheme", which allows analyzing such basic categories of philosophical and legal reflections of the writer and thinker F.M. Dostoevsky as crime and punishment and correlating their interpretation with his personal life experience. The scientific novelty of the work lies in the fact that through the disclosure of the content of the philosophems "crime" and "punishment", the existential aspects of F.M. Dostoevsky's anthropological and philosophical-legal reflections are revealed. As a result (...) of the analysis of Dostoevsky's novel "Crime and Punishment", his other works, the writer's letters, autobiographical testimonies, it becomes clear that the core of these philosophies for Dostoevsky is a moral code that allows a person to overcome the" disconnection "and" disconnection " of modern man's being both with himself and with society. Ernst Mayr argued that the emergence of biology as a special science in the early nineteenth century was possible due to the demise of the mathematical model of science and its insistence on demonstrative knowledge. More recently, John Zammito has claimed that the rise of biology as a special science was due to a distinctive experimental, anti-metaphysical, anti-mathematical, and anti-rationalist strand of thought coming from outside of Germany. In this paper we argue that this narrative neglects the important role played (...) by the mathematical and axiomatic model of science in the emergence of biology as a special science. We show that several major actors involved in the emergence of biology as a science in Germany were working with an axiomatic conception of science that goes back at least to Aristotle and was popular in mid-eighteenth-century German academic circles due to its endorsement by Christian Wolff. More specifically, we show that at least two major contributors to the emergence of biology in Germany—Caspar Friedrich Wolff and Gottfried Reinhold Treviranus—sought to provide a conception of the new science of life that satisfies the criteria of a traditional axiomatic ideal of science. Both C.F. Wolff and Treviranus took over strong commitments to the axiomatic model of science from major philosophers of their time, Christian Wolff and Friedrich Wilhelm Joseph Schelling, respectively. The ideal of biology as an axiomatic science with specific biological fundamental concepts and principles thus played a role in the emergence of biology as a special science. (shrink)

Federal arrangements have been considered by some thinkers as a panacea for containing ethnic nationalism in the ethnically defined regions. This article challenges this view by arguing that federal institutions may enable ethnic nationalists in the ethnically defined regions to consolidate their power through the guarantees that they receive from the federal centre. Although the post-Soviet Russian leadership under Boris Yeltsin sought to use federalism as a tool for containing ethnic nationalism, Russia's this experiment with federalism demonstrates that federalism (...) may serve not to contain but to strengthen ethnic nationalism. Disillusioned with Yeltsin's failed use of federalism in containing ethnic nationalism, the overwhelming majority of the Russian people supported Vladimir Putin's anti-federalist reforms since 2000 which made federalism redundant in Russia. While undermining the basis for Western style democracy in Russia, Putin's centralism proved to be more effective than Yeltsin's federalism in containing ethnic nationalism. (shrink)

Narrative history and narrative fiction can be thought of as opposite ends of a single theoretical continuum. Much of the literature on Stalin's purges and the rise of the Soviet gulag system, however, seems to be something more than fiction, yet less than strict historiography. There are five criteria which ease the difficulty in determining whether a given work is history or fiction: the qualitative degrees of truth, the scope of the work, the purpose of the work, the relationship of (...) the author to his or her subject, and the relationship of the reader to the narrative. In some cases the nature of historical events combines with the peculiar capabilities of narrative description to blur the distinction between reality and invention, and places constraints upon the historian's choice of narrative genre. Two hybrids are used as exemplars of works that are both historical and fictive: Solzhenitsyn's The Gulag Archipelago and Danilo Kis's A Tomb for Boris Davidovich. (shrink)

This article addresses the famous 1910 debate between Vladimir F. Ern and Semyon L. Frank centered around the problem of identifying the distinguishing features of Russian philosophy. The debate was a continuation of Ern’s debates with Russian philosophers associated with the international journal Logos (Sergei I. Hessen, Fyodor A. Stepun, Boris V. Yakovenko, and others). The author shows that Ern’s understanding of an original Russian philosophy is organically related to his overall philosophical doctrine. As for Frank, his views during (...) the 1910s on the distinguishing features of Russian philosophy were different in nature. It is worth noting that in the 1920s articles written during his émigré period, Frank’s views on the distinguishing features of Russian philosophy undergo a decisive change. Frank’s new ideas about Russian philosophy turn out to be extremely close to those of his late opponent, both on the whole and in the details. At the same time, Frank’s overall philosophical views do not undergo as dramatic a change and develop in a fully evolutionary mode. The author attempts to identify the reason for these changes. In this article, the author considers the particularities of Franz Brentano’s psychognosy in the context of notion of “basic” or “analytic” truths and his methodological approaches to scientific, philosophical investigations as well as his influence upon Kasimir Twardowski, who was the pupil of Brentano and accepted the main points of his methodological program. The author also stresses that the study of Brentano’s and Twardowski’s heritage is important for tracing the origin of scientific/analytic philosophy. It is very important to investigate Brentano-Twardowski (...) relations in the context of the concept of “basic truths” or “analytic truths”. Brentano stresses that “basic truths” can be found thanks to “psychognosy” or “pure psychology”. For Twardowski, psychology is the base for philosophical investigations because it helps to understand the formation of notions and judgements. This article is also dedicated to the inquiries of Brentano’s and Twardowski’s legacy provided by Ukrainian scholars Borys Dombrowskiy and Yanosh Sanotskiy. The reception of Brentano’s theory of judgement in Dombrowskiy’s works and the problem of Brentano’s psychologism in Sanotskiy’s works were examined. (shrink)

The article is a study into the advent of the ‘systems approach’ in Soviet psychology in the 1970s. This arose mainly through the theoretical publications of B. F. Lomov, written after he had been appointed director of the newly established Institute of Psychology. These publications are examined as reflections of those interests related to the sociopolitical role of the director of this leading psychology institution, which was officially charged with building a common theoretical and methodological framework for all Soviet psychology. The main goal of these texts, predetermined by the role of their author, was to advance a theoretical scheme that made possible a formal unification of the schools of psychology, and which at the same time promoted an image of psychology as a research field that was both capable of achieving practically applicable results and compatible with the new ‘big science’ trend. This latter argument has been the centre of a huge body of literature over the last fifteen years, and deservedly so. The paper discusses for the first time the “philosophy of life” of the famous literary critic and philosopher of the first quarter of the twentieth century Yuly Isaevich Aykhenvald (1872–1928) in connection with his interpretation of Russian history and literature. The article examines the publications of Yu.I. Aykhenvald in the newspaper “Rul’” in the first half of the 1920s, stimulated by his participation in various philosophical discussions that took place at that time in Berlin (F.A. Stepun’s lecture “Tragedy and Modernity”, (...) S.S. Olden­burg’s report “Russian Literature and Revolution”). Special attention is paid to the report of Yu.I. Aykhenvald “On the question of the meaning of history”, read in the Russian Scien­tific and Philosophical Society on April 14 (1), 1923. It is shown that for a critic-philosopher, any revolution is always opposed by the “progressive force of history”, the temple of human existence built on the basis of everyday life for centuries. It is demonstrated that for Yu.I. Aykhenvald, daily life is full of great meaning and a special “metaphysical height”. At the same time, Aykhenvald’s attitude to everyday life is the basis of his literary preferences, due to this, the “natural symbolism” of Alexander Pushkin, Apollon Grigoryev, Leo Tolstoy, Ivan Bunin, Boris Zaitsev unexpectedly, but quite logically, turn out to be consonant with ideas of Vladimir Solovyov in his service to the beauty of world life, “overcoming flesh, spiri­tualizing matter, idealizing objectivity”. It is proved that the interpretation of everyday life is associated in the worldview of Yu.I. Aykhenvald with views both religious (the idea of “natu­ral Christianity” as the “imperishable myth of nature” underlying the entire natural world, the “real miracle” of dying and resurrection, which finds “refraction in the religious feeling of people”) and historiosophical (Russia’s destiny and its attitude towards Europe). This paper, accessible for a general philosophical audience having only some fleeting acquaintance with set-theory and category-theory, concerns the philosophy of mathematics, specifically the bearing of category-theory on the foundations of mathematics. We argue for six claims. (I) A founding theory for category-theory based on the primitive concept of a set or a class is worthwile to pursue. (II) The extant set-theoretical founding theories for category-theory are conceptually flawed. (III) The conceptual distinction between a set and a class can be (...) seen to be formally codified in Ackermann's axiomatisation of set-theory. (IV) A slight but significant deductive extension of Ackermann's theory of sets and classes founds Cantorian set-theory as well as category-theory, and therefore can pass as a founding theory of the whole of mathematics. (V) The extended theory does not suffer from the conceptual flaws of the extant set-theoretical founding theories. (VI) The extended theory is not only conceptually but also logically superior to the competing set-theories because its consistency can be proved on the basis of weaker assumptions than the consistency of the competition. Recent articles in Religious Studies have underscored the questions of whether Buddhism presents any empirical doctrines, and whether, if it does, such doctrines are false or vacuous. In what follows I want to sketch an interpretation of Buddhism according to which it does not offer doctrines which are empirically false, on the one hand, or trivially true on the other. In doing so I take my cue from an earlier, and by now classic, paper by H. H. Price. For the (...) exposition of Buddhism I take the Pali Nikāyas, the single most significant collection of texts in the Buddhist tradition. The particular doctrine which is the focus of discussion here is the kammavāda or ‘karma view’ of early Indian Buddhism, for it is the focus of much of the recent literature cited above and a doctrine which some have thought amenable to statement in empirical terms. BackgroundNusinersen is one of an increasing number of new, expensive orphan drugs to receive authorization. These drugs strain public healthcare budgets and challenge principles for resource allocation. Nusinersen was introduced in the Norwegian public healthcare system in 2018. A national expert group consisting of physicians was formed to oversee the introduction and continuation of treatment in light of specific start and stop criteria.MethodsWe have studied experiences within the expert group with a special emphasis on their application of the start and (...) stop criteria, rationing of treatment, and experienced moral dilemmas. A research interview with six members of the national expert group was performed, then analysed with manifest content analysis. The analysis was supplemented with publically available sources on priority setting and the process leading up to the introduction of nusinersen and the establishment of the expert group.ResultsSixty-six patients have received treatment within the first 25 months since the national expert group’s establishment. Treatment has not been discontinued for any patient. No patients under 18 years of age have been denied treatment, as those who were referred at this age were all deemed to fulfill the start criteria. The expert group has, however, increased geographical treatment equity and facilitated important cooperation at the national level. Furthermore, it has enhanced open and critical discussions of both medical issues and new ethical dilemmas.ConclusionAlthough facilitating equal access to treatment for SMA patients, the national expert group has not discontinued treatment for any patient. It is suggested that in order for clinicians to be able to ration care for individual patients, they require both adequate support and sufficient formal authority. Start and stop criteria need to be re-evaluated as more knowledge and experience are gained regarding the treatment. (shrink)

Ethical dissonance arises from conflicts between beliefs or behaviors and affects ethical factors such as normality or conformity. This paper proposes a weak signal-oriented framework to investigate ethical dissonance from experiences linked to human–machine interactions. It is based on a systems engineering principle called human-systems inclusion, which considers any experience feedback of weak signals as beneficial to learn. The framework studies weak signal-based scenarios from testimonies of individual experiences and these scenarios are assessed by other people. For this purpose, the (...) framework proposes several databases as sources of weak signals, formalization tools of experience feedback of weak signals, models of references of conformity, ethical factors, and a list of examples of ethical dissonance. It also includes sequential steps to make the latter credible regarding the results from the experimental protocols. The framework was used to investigate ethical dissonance by analyzing experiences pertaining to achieving inclusive mobility. The first example focuses on ethical dissonance in terms of hindrance that goes against autonomous mobility due to a misunderstanding of how the system functions in terms of negative and positive emotions. Two other examples present possible ethical dissonance when the use of safety systems such as car driver-assistance systems, may create danger. Investigating ethical dissonance can then help system-inclusive design or evaluation processes by taking into account scenarios from weak signal-based experiences and making them credible. (shrink)

F. H. Bradley was the foremost philosopher of the British Idealist school, which came to prominence in the second half of the nineteenth century and remained influential into the first half of the twentieth. Bradley, who was educated at Oxford, and spent his life as a fellow of Merton College, was influenced by Hegel, and also reacted against utilitarianism. He was recognised during his lifetime as one of the greatest intellectuals of his generation and was the first philosopher to receive (...) the Order of Merit, in 1924. In this major work, originally published in 1883, Bradley discusses the basic principles of logic: judgment and inference. He rejects the idea of a separation between mind and body, arguing that human thought cannot be separated from its worldly context. In the second edition, published in 1922 and reissued here, Bradley added a commentary and essays, but left the text largely unaltered. (shrink)
